The only way to retire higher tier Heroes is to fodder them at the Temple of Ascension. After retiring Heroes, they will disappear. If a couple of them of them are the likes of Walker or Ulmus, then more would be needed. Now if it's raku, scarlet, daimon, Oden, ect, yeah 10 could be okay, but less so for someone new..
